Rejected vs First time visa applications
We cannot distinguish a previously refused applicant from a first-time applicant because the US Visa Portal does not indicate this in its interface. As long as you contribute, you will continue to receive email alerts for both first-time and previously refused visa appointments.
Along with the details provided during registration, CheckVisaSlots also uses the visa type shown in the US Visa Portal.
